That's roughly 8 bills per second!
If using matlab on a PC, your problem will be the data acquisition hardware and speed.
For example,if using a usb webcam, most likely it will do 15 frames per second. And will give you only 2 frames per bill.
I doubt matlab could process the info in-between 2 frames plus the data transfer.
You also need to transition of the bill movement (detect changes if the next bill is presented).
A detector (switch) is needed for this and is difficult to synchronize which bill is moved currently and picture taken.
This is due to the latency of data acquisition. This can be remedied if the latency is "fixed" or predictable.
This is difficult on Windows OS for it is not an RTOS (real-time OS) because the delays are not constant or interrupts are serviced unpredictably.
