the easiest way to learn the atmega is to start with the arduino platform because everything you need to get your hands wet is included:

software needed:      the arduino platform
programmer needed:  nothing! you get the arduino board which has a bootloader
interface needed:     a usb cable (or a null modem cable for a serial arduino board) to connect your board to your pc.
knowledge needed:   let Lady Ada teach you

you may try playing with the included sample program source codes (arduino users call them "sketches") to start learning how you do anything with the arduino.  there are lots of arduino resources around the web that may interest you.

after you get comfortable with the arduino framework, you may try doing the advance stuff:

You can now Unleash the Kraken inside the Arduino

Do away with the clunky Arduino IDE and then some.

Program arduino using AVR-GCC

Learn how to speed up your bitbang code and your interrupt handling.

Finally, you can do away with the Arduino platform itself and use WinAVR (or AVR-GCC, they both are the same).

The arduino platform is like a baby walker, it allows you to make baby steps into embedded programming.  Later as you grow in skill, the platform becomes a hindrance because of the overhead it impose on your code.  You don't need to do away with the arduino platform (hardware and software) but you can use advance techniques to overcome the limitations imposed by the platform and let you make code that are memory-efficient and fast-executing.

How you can get your hands on these goodies?

E-Gizmo has gizduino and i think they deliver within the Philippines.
Here in elab there's beginner_wan with his [im]duino.  Search for him in the forum.
I think RS Philippines has them too.

just my 2 centavos.
your question appears to be an XY Problem.

why don't you just tell us exactly what you're trying to do?

http://winavr.scienceprog.com/

since, AVR Dragon ang gamit ko, AVR Studio from Atmel ang IDE ko then install na lang ng WinAVR.

'yung mga Advance Concepts, merong mga application note sa Atmel mismo. typically, AVR-GCC din 'yung compiler na gamit doon sa application note kaya as is 'yung codes kung susubukan.

ok din 'yung mga discussions sa avrfreaks forum, just be aware na maraming members doon na hindi newbie-friendly kaya mas advisable na basahin at intindihin na lang 'yung mga discussions, then ask here kung may mga 'di maintindihan. :D

mas ok ba yung AVR studio compared sa eclipse ide? in the case of AVR programming.
Eclipse-winavr-plugin pa lang kasi ang nata-try ko kagabi,
and supported naman nya yung USBtinyISP loader. :)

Thanks for this  ... gamit ko avrstudio+winavr, my h/w programmer is usbasp and its such a hassle to use a separate programming gui (nasanay na kasi sa mplab)  such as khazama or extreme burner.

Supported ng eclipse avr plugin (via avrdude) yung usbasp so I immediately switched to eclipse last night.

Yung USB 8051 programmer ng 1diycentre (w/c I won from the raffle) is actually a usbasp, iba nga lang yung pin diagram compared to standard avr isp pinning.   (Just in case anyone is looking for a cheap avr programmer available locally).
