Nope, as an ECE hindi na natin sakop yang map making, info gathering and data mining based on the map data, etc etc.
Just to give you an idea how this relates to an ECE, I did work directly before on location based systems for the mobile network and the only thing I was working directly close enough to GIS is getting the lat and longitude or positional information of the mobile and verifying positional accuracy. We did use a GIS server/database on the application side to provide interesting data related to a mobiles location information as a demo app for the proof of concept but these data were secured from a GIS provider.
