computer monitor problem: black and white lines vibrating

hello, may horizontal black and whitelines po kasi na parang nag ba bounce o nag vibrate sa lower portion nang monitor ko. ano kaya problem nito?

Hello is anybody knew the root cause aside from Cold solder, I am also experiencing this problem for 2 days now, could it be its horizontal cirtcuit, or maybe related to its high voltage, I am planning to open it on soon I have enough time. Need some expert advice

na solve na po ito. resolder lang po ang sa horizontal kasi umangat na pala yung solder sa board.
