In short,  kailangan the resistance from the surrounding earth towards any metal objects that are grounded to earth must be as small as possible.

Bakit?  Because for lightning strikes which are hundreds of thousands of volts, even milliohms makes the difference if the elctric path will be dissipated directly to earth or not.

In my previous line of work, its not to protect people but to protect euipment specially from lightning strikes which is why we measure the earth resistance as every less milliohm counts.

in the facilities that i have worked on, individual rod resistances are 10ohms, while the grid is 1 ohms or better....
