Because he got a case (hit a police car), he cannot get a clearance from the Police, so he authority won't allow him to leave the place. It is unfortunate.
I myself, as an OFW, I got a big case in the place where I working on(China), it is really difficult to have trouble in the foreign country, anyone out there who have similar case, finished it ASAP.
Be a boyscout
As far as the TV news, he do not have financial capability for the medication, that is unfortuante that probably, he do not have enough saving for emergency case (or probably the savings gone for initial medication). If he is legitimate OFW (with OWWA, healtcare), these agencies can help him and can revceived enough accidental benefits. The PDOS always tell us that, being in foreing country ay "Laging Handa"
