The best device to lessen the consumption of electricity is a switch.  This is no joke.  There are numerous magazine articles that advice the use of switchable power strips where you plug in your electronic devices that do not thoroughly turn off- like the appliances with remote controls which still consume electricity when off (TVs, CD/DVD players, etc).

"Wall warts" or AC adapters are notorious for consuming unnoticeable amounts of electricity because they are usually left plugged in and 'forgotten'.  You can tell by their warm temperature when touched.  The wattage adds up when you have several of these in use.

Using modern and more efficient appliances will lessen the use of electricity.  Most refs and A/C units now-a-days have wattage consumptions much less than 150W.

meron daw watt strippers, pero wag kang maniwala doon, those things do not contribute to a lesser energy consumption, just like what ate gwenda have said, the only thing you could do is to avoid plugging appliances when not in use, as these contribute to vampire loads.

a device that lessen consumption would either; destroy your appliance, do nothing, can contribute to a greater consumption

Just STOP using unnecessary power!

Start using a timer for any high consumption appliances, such as REF, AiRCON, etc....
...Somebody needs something...
